Directv is wanting to charge me a $360 cancellation fee on one of my 2 accounts with them. The other account is remaining active.

The only reason I am cancelling one is my new location isn't in a spot where service will be reliable. The rep, supervisor, and manager were all very short with me and didn't portray customer service at all.

If your Internet service with Direct TV isn't reliable, that's not your fault. It's their fault for knowing service isn't acceptable and still selling it to people. Tell them you will take them to Small Claims Court over the cancellation fee and they will hopefully remove the cancellation charge from your account.
