Directv in Covington, Georgia - Useless customer support

We rely on Verizon wireless for our internet service and have a 12 GB limit per month. We recently upgraded HD-DVR and can no longer get pay-per-view movies using the remote or via text because DirecTV expects to download a PPV movie on our internet connection. We found this out after ordering a movie by text and being charged for it, despite not being able to download it. When we contacted DirecTV customer support, as far as we could understand the accented representative, the message was "tough". We finally found that you are supposed to be able to order PPV movies over the internet and get them downloaded though the satellite connection. We did so on a Monday, with an expected reception date of the following Wednesday. On Thursday, still with no movie, I called customer support again and said that online ordering does not work. This rep, also speaking nearly unintelligible English, said it does, too, work, but offered to order the movie for us himself for an additional charge of $5. If we were not locked into a contract, we would drop DirecTV in a second.
